Nous avons l'honneur de soumettre ce document à la haute appréciation de votre Altesse, et nous lui serions reconnaissants de vouloir bien nous faire savoir si, comme nous l'espérons, il reçoit son approbation. Dans ce cas nous le communiquerions à nos Gouvernements respectifs, en leur demandant d'approuver également ce projet.

le 17 Avril, 1905. COMME vous le savez, les Ministres de Grande-Bretagne et de France ont entrepris avec moi la tâche d'élaborer un nouveau projet de loi pour la protection de marques de fabrique en Chine destiné à remplacer la Loi Chinoise du 25 Octobre, reconnue insuffisante.

Le nouveau projet tient compte des besoins du commerce étranger en Chine et a été élaboré sur la base des instructions de nos Gouvernements et des désirs des marchands de Shanghai.

Votre Excellence trouvera ci-jointe une copie du projet de loi qui forme le résultat de notre travail.

Au nom de nos collègues de Grande-Bretagne et de France et au mien, j'ai l'honneur de vous prier de vouloir soumettre notre projet à un examen.

Dans le cas où le projet trouve votre approbation, et celle de M. le Chargé d'Affaires d'Autriche- Hongrie, nous proposons dé le soumettre communément, et au nom de nous cing Représentants, àu Gouvernement Chinois, et d'essayer d'arriver à une entente avec le Ouai-ou Pon, pour un projet de loi que nous pourrons soumettre à nos Gouvernements respectifs. Nous sommes d'avis qu'il est plus pratique d'adopter ce mode de procéder que de soumettre dès à présent le projet à nos Gouvernements avant d'avoir établi une entente générale avec le Gouvernement Chinois. Il faudra, cependant, spécifier vis-à- vis du Gouvernement Chinois que nous ne sommes à même de négocier avec lui que sous réserve d'approbation de nos Gouvernements.

En outre, nous avons l'intention, si vous n'y voyez pas d'objection, de soumettre en même temps qu'au Ouai-ou Pou copie de notre projet au Ministre du Japon et au Chargé d'Affaires des États-Unis d'Amérique, à titre d'information.

En vous priant de vouloir faire part aussi vite que possible de votre manière de voir, je profite, &c.
